Przed nami nowy rok akademicki. Zależy nam na stworzeniu warunków bezpiecznego powrotu studentów, doktorantów, prowadzących zajęcia i pracowników administracyjnych na uczelnie. W obecnej sytuacji epidemiologicznej należy zachować szczególną ostrożność i pamiętać o wymogach sanitarno-epidemiologicznych. Bezpieczeństwo i jakość nauczania stawiamy na pierwszym miejscu.
Ministerstwo nie przewiduje wydania rozporządzenia ograniczającego działalność uczelni od 1 października 2020 r. (dotychczasowe rozporządzenie obowiązujące od 25 maja traci moc 30 września).
Przygotowaliśmy rekomendacje, które mogą być podstawą do tworzenia wewnętrznych procedur uczelni.
Posiedzenia oraz podejmowanie uchwał w trybie online
Uczelnie powinny dokonać przeglądu przepisów regulujących zasady organizacji oraz bezpieczeństwa kształcenia i pracy w uczelni. Przepisy powinny umożliwiać posiedzenia oraz podejmowanie uchwał za pomocą środków komunikacji elektronicznej przez gremia wewnętrzne:
- kolegia elektorów uczelni publicznych,
- organy kolegialne samorządu studenckiego i samorządu doktorantów,
- komisje stypendialne,
- komisje i zespoły powołane w postępowaniach w sprawach nadania stopni i tytułu prowadzonych w uczelniach,
- rzeczników i komisje dyscyplinarne,
- komisje i inne gremia działające na podstawie statutów uczelni.
Organy uczelni określone w ustawie Prawo o szkolnictwie wyższym i nauce, w tym organy nadające stopnie naukowe, mają prawo do podejmowana rozstrzygnięć za pomocą środków komunikacji elektronicznej. Jest to możliwe dzięki nowelizacji przepisów ustawy Prawo o szkolnictwie wyższym i nauce.
Uczelnie prowadzące kształcenie doktorantów
Uczelnie prowadzące kształcenie doktorantów powinny zweryfikować programy kształcenia doktorantów i wprowadzić w nich ewentualne zmiany. Istotne jest uwzględnienie możliwości prowadzenia zajęć dla doktorantów w trybie online.
Praca i nauka zdalna
Uczelnie powinny rozstrzygnąć, czy w regulaminie pracy wprowadzą możliwość kierowania pracowników na pracę zdalną. Ministerstwo Nauki i Szkolnictwa Wyższego rozpoczęło prace nad zmianą przepisów, która umożliwi uczelniom realizację zajęć, gdy podejmą decyzje o prowadzeniu części kształcenia na odległość. Zmiana przepisów umożliwi:
- prowadzenie w okresie stanu zagrożenia epidemicznego lub stanu epidemii zajęć na studiach na odległość niezależnie od tego, czy zostało to przewidziane w programie studiów,
- niewliczanie liczby punktów ECTS przypisanych do zajęć prowadzonych na odległość (w okresie stanu zagrożenia epidemicznego lub stanu epidemii) do maksymalnej liczby punktów ECTS, jaka może być uzyskana z wykorzystaniem metod i technik kształcenia na odległość określonej w rozporządzeniu w sprawie studiów.
Rozwiązania te nie będą dotyczyły kierunków przygotowujących do wykonywania zawodów, dla których Minister Nauki i Szkolnictwa Wyższego określił standardy kształcenia. Rozporządzenia regulujące sposób prowadzenia kształcenia na kierunkach objętych standardami będą systematyzować kształcenie w trybie zdalnym.
Rekomendacje dla uczelni
Ministerstwo Nauki i Szkolnictwa Wyższego podjęło szereg działań dla stworzenia bezpiecznych warunków studiowania oraz pracy na uczelni. W maju tego roku opublikowaliśmy środowiskowe wytyczne w związku z częściowym przywracaniem działalności uczelni. Wytyczne zostały wypracowane przez przedstawicieli środowiska akademickiego, skonsultowane z konferencjami rektorów oraz przedstawicielami studentów i doktorantów. Główny Inspektor Sanitarny opracował zalecenia dotyczące zapewnienia bezpieczeństwa organizacji zajęć laboratoryjnych i klinicznych na kierunkach medycznych. Ministerstwo Nauki i Szkolnictwa Wyższego przygotowało rekomendacje dla uczelni, które mogą stać się punktem wyjścia do tworzenia wewnętrznych procedur uczelni przy organizacji nowego roku akademickiego. Zostały one zgromadzone w jednym miejscu na stronie Ministerstwa.

We have a new academic year ahead of us. We want to create conditions for the safe return of students, PhD students, lecturers and administrative staff to universities. In the current epidemiological situation, special care should be taken and sanitary and epidemiological requirements are important. The safety and quality of teaching is our top priority.
The Ministry does not envisage issuing a regulation restricting the activities of universities from 1 October 2020. (the current regulation, which has been in force since 25 May, expires on 30 September).
We have prepared recommendations which may be the basis for creating internal procedures for the university.
Meetings and adopting resolutions online
Universities should review the provisions regulating the principles of organisation and safety of education and work in the university. The provisions should enable meetings and the adoption of resolutions by means of electronic communication by internal bodies:
electoral colleges of public universities,
collective bodies of student and PhD student self-government,
scholarship committees,
committees and teams appointed in proceedings for the award of degrees and titles conducted in universities,
ombudsmen and disciplinary committees,
committees and other bodies acting under the university’s statutes.
The bodies of a higher education institution as defined in the Act on Higher Education and Science, including the bodies awarding degrees, shall have the right to take decisions by means of electronic communication. This is possible thanks to the amendment of the provisions of the Law on Higher Education and Science.
Universities providing PhD studies
Universities providing PhD training should review their doctoral programmes and introduce possible changes to them. It is important to take into account the possibility of conducting classes for doctoral students online.
Work and remote learning
The universities should decide whether they will introduce the possibility of directing employees to remote work in their work regulations. The Ministry of Science and Higher Education has begun work on an amendment to the regulations which will enable the universities to carry out classes when they decide to conduct part of their education at a distance. The change of the regulations will make it possible:
conducting distance learning classes at a time of an epidemic or emergency, regardless of whether it is provided for in the study programme,
not counting the number of ECTS credits allocated to distance learning activities (during a period of an epidemic or emergency) up to the maximum number of ECTS credits that can be obtained using the distance learning methods and techniques specified in the study regulation.
These solutions will not apply to fields of study preparing for the professions for which the Minister of Science and Higher Education has defined education standards. The regulations governing the manner of conducting education in the fields of study covered by the standards will systematise remote learning.
Recommendations for universities:
The Ministry of Science and Higher Education has taken a number of measures to create safe conditions for studying and working at the university. In May this year, we published environmental guidelines in connection with the partial restoration of the university. The guidelines were developed by representatives of the academic community, consulted with conferences of rectors and representatives of students and doctoral students. The Chief Sanitary Inspector has developed recommendations to ensure the safety of the organisation of laboratory and clinical classes in medical fields. The Ministry of Science and Higher Education prepared recommendations for HEIs, which may become a starting point for creating internal procedures for HEIs when organising the new academic year.
