Rector’s Regulation No 57/20 of 3 June 2020  Kielce University of Technology

on the conditions for the realisation of hours of teaching which cannot be realised by using distance learning methods and techniques and use of the University’s infrastructure

Pursuant to § 1, section 4 of the Regulation of the Ministry of Science and Higher Education of 21 May 2020 on the temporary limitation of the operation of certain entities of the higher education and research system in connection with the prevention, prevention and combating of COVID-19 (Dziennik Ustaw 2020, item 911) in conjunction with § 1, point 2 of the Ordinance of the Rector of the State Higher Education System No. 55/20 of 29 May 2020 on the change of the organisation of the academic year 2019/2020 shall be administered as follows:

General rules

§1.1 Hours of laboratory classes on degree programmes which cannot be completed using distance learning methods and techniques may be organised at the site of the University, providing safety of the persons conducting classes and the students taking part in them.

2. The subject of laboratory classes conducted in the premises of the University should be focused on practical tasks that can be carried out only in a laboratory. It is recommended that all possible tasks should be carried out with the use of distance learning methods and techniques. Decisions in this matter are made by the academic teacher conducting laboratory classes.

§2.1 Deans, Head of the Department and Teachers conducting laboratory classes are obliged to prepare, with the participation of administrators of the facilities, rooms in which the classes will be conducted.

§4. Teachers and students shall be obliged to observe the applicable safety requirements and follow all recommendations and guidelines in force at the University.

§5.1 The hours of classes conducted in accordance with this Ordinance are obligatory.

2. The rules for the conducting classes defined in this Regulation shall apply accordingly in the case of classes conducted on postgraduate and PhD programmes, education in the doctoral school, and conducting diploma and PhD exams at the premises of the University.

Teaching process organization

§6. 1. Academic staff conducting laboratory classes (hereinafter referred to as teachers or lecturers) which cannot be completed using distance learning methods and techniques shall inform the Head of the Department of the need to complete the necessary hours of classes in a given laboratory and shall agree with him/her on possible dates for their completion.

2) The teacher shall establish remotely with students the date of completion of the necessary hours of classes referred to section 1.

3. Students notify the teacher of their participation in classes only by e-mail registered in the USOS system. Together with the application for classes, students shall submit a declaration in accordance with the attachment no. 1.
4. In the case of health contraindications related to the COVID-19 epidemic (in particular quarantine, hospitalisation), the student shall submit a declaration in accordance with the specimen in annex no. 2. the method and rules of conducting classes will be determined individually.
5. The teacher sends these declarations to the Dean’s Office (by e-mail) to be attached to the student’s file.
6. The teacher submits to the Head of the Department and the Dean a schedule of laboratory classes at the University and a list of participants.
7. The Head of the Department supervises the organization of the timetable in the laboratories under his or her supervision.
8. The Dean publishes the schedule of classes in the laboratories on the Faculty’s website.

§7. The teacher, in a timely manner, before starting classes with students in the laboratory is obliged to:

1) Check the preparation of the laboratory room to ensure that it meets the requirements set forth in this order, and if any deficiencies are found, report them to the Dean to supplement them without delay;

2) Specify the number of students who may participate in classes ensuring their health and safety;

3) Determining the number of seats in the laboratory in accordance with point 2, and in cooperation with the facility administrator, clearly marking the remaining seats excluded from use. The distance between seated persons should be at least 1.5 metres;

4) Conduct an online training for students covering the issues resulting from the Ordinance No. 11/19 of the Rector of the Kielce University of Technology, current guidelines and recommendations of the Rector of the Kielce University of Technology and the rules of entering the University, as well as inform them that:

1. a) Students should come to the classroom in advance, and in case of the need to wait for the entrance to the laboratory they should keep a minimum distance of 1.5 m from each other and have their mouth and nose covered,

(b) Only healthy persons may enter the classroom with a mouth and nose covered (disposable or reusable mask, visor for persons who cannot cover their mouth and nose with a mask for health reasons),

(c) Only a pre-established maximum number of people may enter the classes,

(d) There is an absolute obligation to disinfect hands before entering the classes.

§8.1 A teacher conducting classes shall be obliged to control their health condition, and in the event of symptoms of infection, they shall immediately withdraw from conducting classes and notify their supervisor of this fact

2. The teacher conducts classes in a mask/facet and gloves.

§9. The teacher has an obligation to require from students participating in classes to follow the rules:

5) Students may only use seats not excluded from use. The distance between seated persons should be at least 1.5 metres;

6) Students may bring only the necessary didactic tools to the laboratory. It is forbidden to use mobile phones and other devices unless they are necessary for the learning purposes. The decision in this matter is made by the teacher;

7) Student shall use only his/her own, if possible, equipment/tools necessary for the efficient and effective realization of classes. It is necessary to disinfect used items if they are not disposable;

8) It is forbidden to lend items used by other students;

9) Student can bring a bottle of water to the classroom, and during the day, students can eat their food during the break between classes;

10) Students may leave the building in which the classes are held or stay on its premises during the break, if adequate space is provided and social distancing, as defined by law, of at least 1.5 meters from another person;

11) The classrooms should be regularly aired, including before classes and not less frequently than every hour during classes;

12) The teacher should regularly disinfect laboratory equipment, machines and devices with which students have contact.

Student duties

§10. For the health and safety reasons and the proper conduct of the teaching process, students are under an absolute obligation to follow the rules laid down in this Regulation and other regulations related to health safety and to follow the instructions of the lecturer and other University services.

§11.1 When going to classes student uses the entrance of the nearest laboratory where classes are conducted.

2. It is forbidden to stay on the premises of the teaching buildings in excess of the time necessary for the realization of classes.
3. The lift can be used only by 1 person at a time. It is recommended not to use the lift except for obvious indications such as restrictions on movement or the carriage of heavy materials.
4. Simultaneous use of the toilets is limited to the maximum number of people (specified on the entrance door). 

§14. The Regulation comes into force on the day of its signing.
